If you were to log in, you'd be able to get more information on your fellow community member.
Many people who are doing the wrong thing are really just doing the *easiest* thing. If you want people to ask permission before using an image, give credit for using it, or pay for it, perhaps you could build that into your web site. On this site, when you click on an image it goes to an HTML page with a larger image and a caption. You could also put a form there requesting permission to reproduce the picture, or a paypal click for a fee to pay for web site use, etc. A verification system could even be built in which asked for the URL they were posting the image on, then scanned that URL periodically to see if a credit caption was present. It'd sure take the wind out of the arguements and excuses we've seen from the weasels.
