Have customers ask for it
Most customers go away if a supplier is indifferent (64%). If a customer cares about something like quality or a deadline and you fail on that aspect you are indifferent. If you deal with the customer you can get them to suggest that XP will give them what they want, when they want. Ask them to recommend to the senior management they 'empower' the workforce.
