I love my Trek electric bike, but it has one seat too few to be considered a tandem. In August 2015, in Electric bicycle questions, I asked “shouldn’t tandem bikes all have electric boost? Tandems are already crazy heavy and expensive.” Except for a lame Pedego cruiser there were no electric tandems then. Now there is one from France: Moustache Samedi. It is kind of a mountain bike but can be fitted with hybrid-style tires for road use.

For $6,600 you could buy a decent used car.
By, ANY tread whatsoever on a street bicycle tire is strictly for looks. Bikes don’t hydroplane. The most contact is made by a smooth tire. If a totally smooth tire bothers you, get the “motorcycle style” tires with a few little grooves in them.
Good tandems (such as a co-motion) are not that heavy, but they certainly are expensive. Pretty much every nice tandem is at least partially a custom built bike, do you can probably get a shop to equip it with an electric assist module (such as a stokemonkey) while you are at it. I personally wouldn’t, as with two fit cyclists a tandem is often much faster than a single (or two singles in trail), but I can see how it would help if your stoker was not into pedaling as much as the captain (or vice versa).
