White House plan to help Gazans prep for river-to-the-sea liberation

“Here Is the Full Text of the Gaza Plan Released by the White House” (NYT):

Gaza will be redeveloped for the benefit of the people of Gaza, who have suffered more than enough. [Gazans can put 100% of their efforts into military activities because outside capital will fund repairs to all damage done during latest war.]

Once all hostages are released, Israel will release 250 life sentence prisoners plus 1700 Gazans who were detained after Oct. 7, 2023, including all women and children detained in that context. [The most experienced Gazan fighters will soon be back in the Gazan military.]

Once all hostages are returned, Hamas members who commit to peaceful coexistence and to decommission their weapons will be given amnesty. Members of Hamas who wish to leave Gaza will be provided safe passage to receiving countries. [The next attack against Israeli civilians can be a lot more brutal than the October 7th attack because amnesty will always be available.]

Upon acceptance of this agreement, full aid will be immediately sent into the Gaza Strip. At a minimum, aid quantities will be consistent with what was included in the Jan. 19, 2025, agreement regarding humanitarian aid, including rehabilitation of infrastructure (water, electricity, sewage), rehabilitation of hospitals and bakeries, and entry of necessary equipment to remove rubble and open roads. [Gazans can put 100% of their efforts into military activities, have 8 children each, etc. because US and EU taxpayers will fund all of the essentials for daily life.]

A special economic zone will be established with preferred tariff and access rates to be negotiated with participating countries. [The Swiss, who last perpetrated a war against neighbors in 1815, are subject to a 39% tariff. Gazans who took and held hostages, on the other hand, will enjoy most favored nation status.]

The United States will work with Arab and international partners to develop a temporary International Stabilization Force (ISF) to immediately deploy in Gaza. The ISF will train and provide support to vetted Palestinian police forces in Gaza, and will consult with Jordan and Egypt who have extensive experience in this field. This force will be the long-term internal security solution. The ISF will work with Israel and Egypt to help secure border areas, along with newly trained Palestinian police forces. [Gazans who killed and raped Israeli civilians will now be paid to carry guns around inside Gaza.]

Israel will not occupy or annex Gaza. [Gazans can start wars and have a chance in each new war of winning some territory, but unlike for any other group of humans on this planet who’ve ever waged war, there is never a risk of losing any territory.]

Given that the above are the consequences of starting the October 7, 2023 war, why wouldn’t the Gazans rationally rearm and start another war a few years from now? The plan promises a continuation of a fully-funded lifestyle for Gazans: shelter, food, health care, education, etc. With US and EU taxpayers funding all of the day-to-day essentials, Gazans will be able to devote 100 percent of their productive efforts to rearming and planning their next attack.

Loosely related, here’s the kind of pot belly that a resident of Gaza can suffer from after two years of “starvation” and “famine” (Reuters, September 20, 2025):

Also in the NYT, “Tony Blair Emerges as Potential Figure in Postwar Gaza”:

Tony Blair, the former British prime minister, has emerged as a potential figure in the reconstruction of Gaza.

He has been trying to build support for a plan that would create a Gaza International Transitional Authority, a U.N.-mandated administration that would include a multinational security force to stabilize the war-torn enclave. Now he has emerged as a candidate to head that authority.

Every group of Brown people, in other words, needs a white man as a leader.

    • Terrorism is a bitter pill to swallow (it ain’t easy being an intellectual, sonny). That said, it seemed more like sensible [reading between the lines] to me. I was just thinking how America did effectively eject foreign terrorists during the Bush Jr. and Obama eras (at massive cost in dollars and human life), only to turn on ourselves. I don’t believe in Einstein’s socialist solutions, but I agree with his problem statement:

We must revolutionize our thinking, revolutionize our actions, and must have the courage to revolutionize relations among the nations of the world. Cliches of yesterday will no longer do today, and will, no doubt, be hopelessly out of date tomorrow. To bring this home to men all over the world is the most important and most fateful social function intellectuals have ever had to shoulder.

  1. Thanks for sharing Phil.
Your questions and your comments seem very reasonable.

It’s bewildering that “amnesty” is handed out like cheap candy.

    • I’m genuinely confused as to why anyone thinks that the Gazans would be motivated by any of the above (or, really, anything that has happened since October 7, 2023) to abandon their stated military goals, e.g., of a river-to-the-sea Hamas-ruled nation and the concurrent destruction of the Zionist entity.

    • Confused? Hamas has been decimated, Hezbollah has been decimated, most of Iran’s key military was decimated (beyond the nuke program). It’s game over for Hamas. Either they capitulate or Bibi will flatten every remaining building in Gaza. Even their paymasters in Qatar sold them out today. The Arab world has this week realized Israel is a winning team and the Arabs best get out front and call it a parade.

    • If Hamas has been “decimated” (not in the Roman literal sense of a 10 percent reduction) why does the peace deal need to give them everything that they need to start the next war in a few years, e.g., amnesty and the release of their fellow fighters from Israeli prisons? Why do western taxpayers have to promise to pay to rebuild Gaza? (presumably the Arab nations aren’t going to help their Arab brothers and sisters) If Hamas is truly beaten then they wouldn’t need to be offered too much in return for surrendering.

    • Confused? Simple answer: Bibi and winning team place an extremely high value (rightly) on the lives of the remaining hostages. They also see very small chance of Hamas or others repeating history, given what has transpired (particularly given the shift among Arabs, who want to be on the winning team). Watch for all the major remaining Arabs to begin discussions to join the Abraham accords soon. Winning begets winning.

  2. Phil, thanks so much for your strong rejection of the Trump “Peace” Plan. Your use of brackets and italics perfectly highlights the Righteous way forward for Noble Hamas Freedom Fighters in their Crusade of Justice against the evil Jews!

We stand firmly with you in your support of Hamas and against the Genocide by the Jews against them (with “leadership” by Bibi Hitler)! You have likely seen that my European comrades Macron, von der Leyen, Montenegro and many more have stood strongly together with Hamas this week at the UN. Know that we have your back.

Also, we all would like to thank you for becoming an EU Citizen (and via Portugal, no less!), thus sharing in our holy war against the evil Jews. My great colleague Luis Montenegro would like to invite you to dinner on your next visit to Portugal to celebrate your EU Citizenship (hopefully soon, god willing—allahu akbar!).

    Beyond our shared hatred of the evil Jews, I’d also like to update you on some other exciting happenings here in the UK;
    1) We have instituted some “accommodations” for our wonderful (and many) Pakistani “immigrants”…specifically, we have exempted them from laws related to the Rape of young girls because it is part of their religious tradition and who are we to not support this Diversity!
    2) We have outlawed the ability of people to fly the British flag in public because it is Racist and disturbing to our Noble Islamic Immigrants from Pakistan and other compassionate countries that celebrate Islam. Flags celebrating Hamas are welcomed….of course, not to worry!

And, there are many other exciting things going on to share with you going forward! We have sooo much other awesome stuff in the pipeline and hope to see you here in Inclusive Europe soon. Until then, Allahu Akbar!

  3. I am not sure if the Swiss perpetrated war against their neighbours in 1815. It was the Napoleonic Wars and Napoleon simply invaded them. I don’t think that once Napoleon was finally defeated in 1815 the Swiss attacked France or Northern Italy or other French-occupied territories. Actually the last time their military crossed a border was quite recently when they entered Liechtenstein by mistake during exercises. They retreated, apologized, and sent some crates with drinks to Liechtenstein as compensation.

    • I doubt part about US taxpayers. Trump must have secured Gulf states investment. Sure that US contractors will get involved, and maybe US military, I do not see Netanyahu agreeing on any other military presence in Israel’s strategic spot. Based on what Hamas has done and how it has been behaving, it is unlikely that it agrees on this deal.
If it does agree it would be for a combination of 3 different reasons, imho:
      1. To violate it often and shell Israel at opportune times. Broad framework seems to preclude this, but what will be mechanisms to prevent this?
      2. Hamas is not a thing in itself but a Qatar-based hedge fund syphoning EU and US taxpayers money and Qatar with Saudis fed up with it after Israeli strike in Qatar, make it seem not worth the trouble.
      3. Hamas, after field leadership clean-up, is actually mostly defeated and remaining leaders just want to save their skins.

    • perplexed: Why wouldn’t it be US taxpayer dollars? The US has been the #1 funder of UNRWA over the decades (i.e., the #1 enabler of a 75-year work-free lifestyle for Arabs who call themselves “Palestinians”). Arab nations haven’t been significant contributors to UNRWA.
